Mr. Xue is an IP law specialist with over 15 years’ experience in counseling and procurement of IP rights. His main practicing areas include US patent prosecution, invalidity, infringement analysis, IP portfolio management, as well as in the monetizing and defending client’s IP assets. Mr. Xue is also a skilled counsel who has served clients in a variety of business transactions, including joint venture, licensing and tech-transferring, business negotiations, and dispute resolutions.

Prior to becoming an attorney, Mr. Xue worked in Silicon Valley, CA as a software architect in the semiconductor and IT industries for about 10 years. He also worked as a patent attorney in multiple international and boutique IP firms in the Silicon Valley.

Dr. SHU is an IP specialist with over 25 years' experience in patent portfolio management, IP rights protection, patent analysis, and patent prosecution. Emily has defended numerous patent assertions from nonpracticing entities (NPE) and licensors with invalidity and non-infringement analysis.

Dr. SHU has a unique combination of experience in R/D work for over 10 years and in patent management in top-notch high tech companies with internationally renowned patent portfolios (semiconductors, photonics and computers). She has research experience in semiconductor materials and process development, as well as optical imaging and solid-state lasers and several high-level academic papers have been published during this period. 

As an in-house IP manager in a large semiconductor foundry for over 6 years, Dr. SHU has led an in-house IP team dealing with patent infringement litigation, licensing demand, and patent transaction projects as her main job responsibilities. During this period, she grew and managed a dozen patent firms, filing and prosecuting more than 2,000 applications annually focusing on advanced semiconductor process technologies as an in-house IP manager.

Before joining IPRTOP, Dr. SHU gained valuable experiences working in a US patent firm for more than 8 years, where she performed U.S. patent prosecution, including drafting applications and office action responses for large semiconductor foundries worldwide. During this period, she has also drafted hundreds of U.S. and PCT applications, office action responses, and appeals in semiconductor, display, and other electronics fields.

Guo obtained her degree from Tsinghua University. She has more than sixteen years of experience in IP-related disciplines, including infringement analysis, patent prosecution and global patent portfolio management.

Since her 2008 inception with IPRTOP, she has presided over the Foreign-Related Patent Department, where she has amassed significant expertise in the administration of international patent portfolios, with a particular focus on US and Europe countries. She has managed hundreds of PCT, US, and EP patent prosecution and invalidation cases annually during this time, and has led teams in obtaining patent protection in China, US and other countries for Fortune Global 500 companies.

Prior to joining IPRTOP, Ms. Guo worked in a pharmaceutical company for a number of years as a patent searching professional, where she was responsible for patent searches, FTO analysis, and prosecution cases involving pharmaceuticals and monoclonal antibodies.

Ms. Liang has Ph.D. degree in Engineering from Osaka University in Japan. Before joining IPRTOP, Ms. Liang gained valuable experience working in two Japanese patent firms, where she was primarily responsible for patent prosecution and litigation in Japan.

Ms. Liang specializes in patent prosecution in China and Japan. Meanwhile, she also specializes in patent laws relating to patent and trademark disputes resolution. She provides patent strategy consultation and legal advice for corporations. She is experienced in patent administrative and civil litigation, patent infringement analysis, patent stability analysis, patent free-to-operate analysis, patent invalidation and reexamination.

Mr. ITO obtained his bachelor degree of Science in Mathematics, Master degree of Civil Engineering and Ph.D. degree of Faculty of Engineering from Tohoku University, Japan. Meanwhile, he also attended a short-term Chinese course at Fudan University.

He has over 15 years’ working experiences in IP protection field. He specialized in patent infringement analysis, FTO search and analysis, IP dispute resolution and consultation. At a domestic patent firm, he was engaged in general IP-related services such as filing and expert opinion services for IP protection in Japan and abroad. From 2012 to the present, he has been based in Shanghai, where he has been engaged in providing IP consultant services for Japanese companies entering the Chinese market. He continues to regularly travel between Shanghai and Tokyo.

Mr. PENG has over 25 years’ working experiences in IP protection field. He specialized in global patent prosecution strategy, patent infringement analysis, FTO search and analysis, IP dispute resolution and consultation, especially in semiconductor technical field.

Before being senior consultant of IPRTOP, Mr. PENG has been a formal patent examiner in Taiwan (China) Intellectual Property Office. He has also been professors in several government organizations and universities, holding lots of seminars focus on IP protection annually.
